Which is why I keep visiting the ease-of-use issue of whatever tool you use, for you and your audience. Google Photos is free and an active service. You shouldn't have any difficulty using, unless maybe, your computer equipment is broken.
The internet does emphasize the 16MP size limitation of image files and 1080p resolution of video. Are your problems possible related to a need, by you, to actively manage the resolution of the image files you're placing into Google Photos?
I do have drop box and I use it, But not for sharing photos. I mainly use it to have my numbers documents on my iphone, so I can see at a drop of a hat just what cds, Book, exercise videos etc that I have , so I don't buy doubles any more.
I use Flickr for all my photo sharing. With the free Flickr, I can have 1,000 images posted. I have not yet gone back to pro, But I might. In the mean time, I just deleted over 1500 images and started over. It is very simple to use.The people with whom you wish to share, can follow you, or you can simply send a link to them, as I do for my husband.

I'm not sure but my Google albums roughly average 50 images per album and I keep the image size to 9 MB with dimensions of 4,000 by 2,600 pixels?

What you described in your original post doesn't sound like a corrupt OS. But, no one in this discussion has seen the event but you, so a guessing game on what is happening is unlikely to identify anything more accurate than the Dell guess.
Beyond contacting Dell, what other troubleshooting did you attempt? I'd start with a google: google picture do not display
This situation is not unheard of based on the results of this search. Have many of these posts have you tried?

Some of the Google albums that were giving me fits a couple of days ago are running just fine now. Can't figure this out. Dell tech support did confirm that I have a corrupted Windows10 OS which they said they can help me fix this coming Tuesday.

If the service is free or part of a prepaid service contract, great, someone physically there should be the most help.

Well, I did hand over $170 to Dell for a 1-year warranty so they agreed to help me out. I am to work with one particular Dell technician but he is in India !! My other option is to lug this 30-lb computer to the Microsoft store in Salem, NH and have those folks do the re-install. They did this for me last year with my previous Dell all-in-one computer and they did not charge me. Perhaps my best option is to dump this Dell computer and get an iMac. I had one back in 2010 but had to give it up. But learning a whole new OS is not easy at my age.
I use Dropbox to share files (both photo and text). I have a small group of amateur photographers who I coach via email list and they download samples and photo articles I share with them to improve their skills (and mine). Dropbox also has size limits but it is easy to invite, share and secure. Just need to make sure that people who want to have copies download them before you wipe off the folder to make room for more. Also make sure you have your keepers backed up off of Dropbox.

I am no fan of Flicker or really don't care for Dropbox or the like. I ended up setting up my own system on my own computer. One could always use coppermine and host their own - it really isn't that hard to do it even if you are a Windows user ;)

Instagram is not designed for photo sharing in the traditional sense. It is designed to upload snapshots from your phone camera. You cannot upload from a desktop machine or camera.
DropBox may work for your needs, as long as you mind storage quotas. You can easily run out of space on a "free" account if not careful. When you have a shared folder on DropBox, the contents of that folder count against the quota of everyone who shares it. This may or may not be applicable to your situation. It is something to be aware of. It can work for sharing photos, but really isn't the best choice as a real photo sharing service.
Flickr, TinyPic, SmugMug, 500px, PostImage, ImageShack, ImageVenue, ImgBox... these are services designed to share photos. Some are better than others. Check them out to see which works best for you.

Currently, I am using Google Photos but when I create the link, only about half of the images are visible. The rest are just gray squares. Now, the problem here is that Dell tech service thinks I have a corrupted OS and they are scheduled to help me do a re-install of Windows10. So that may solve the problem with my Google Photos albums not working.
But I am still considering either DropBox or Instagram for just photo sharing.

I'd recommend Flickr... which is free up to a point. I'm not sure the cutoff now, but it used to be about 1200 images.
Dropbox is really easy to load and also to download. If I can do it, you can do it.

The choice depends on what you mean by sharing. If you mean here take my files, then dropbox. If you mean here look at my files then instagram.

Instagram will share a photo but only at one size that they choose.
Dropbox will share any type of files, including photos, and you determine the size of the photo.
That makes Dropbox infinitely more flexible.

I am told Instagram is better suited for cell phones. I don't have a cell phone. Yes, they can keep files so DropBox would be better.
