It is analyzing ever pixel in the shot as well as referencing other shot data to decide which adjustments to make for any pixel. This take considerable computing power. It isn't a problem with the software, it is highly dependent on your system and its resources. Not a knock on your system. If you go to their website, they have a very good explanation of this and why they have taken this direction with their software.
As below, gpu (video card ram) is usually what these programs use. You can repurpose your system ram, I believe, If you don't have enough video ram. Good luck.

Why? Because Topaz mentions in their instruction windows to not max out the settings. They explicity say that better results are obtained at around 0.8. I have ever had to go beyond 0.8.
