At random when I am perusing organizer, a grey page (like a missing link) with a photo with corner bent over. It is not a missing link because when I double click on it, the photo appears. This happens completely at random. Just kind of irritating. Why is this? PSE 10.

Do not take this as fact, but whenever I have that happen in PSE 10, I noticed that it was a photo I had pp'ed and accidentally saved as a Tiff or Psd, rather than a jpeg.

You might want to check the size of the file. I've had this happen to panoramics in PSE 15. The image was there, but too large to display in the organizer. I resized the ~100MP image to about 20MP and it showed up in the organizer. Good luck.

This sounds like the solution. The Organizer only shows a thumbnail that it creates from the photo file. There must be a limit to its code relative to file size of the original.

I agree. There is a size limit to what the Organizer can display. Given the popularity of panoramas and the relative ease at which thy can be created, I have suggested to Adobe that the size limits be expanded. It remains the same in PSE 2019.
