I have just got PS, LR and also ON1, just learning. Did just a little bit but having a little trouble with some denoise look around the neck and her dress of Anna Popovic. She is a Blues Artist was born in 1976 in Belgrade.

I didn't know you could attach a raw file. Thanks.
But I opened yours in Camera Raw applied noise reduction then opened it in Photoshop and applied Nik Dfine 2. No noise around the head. Nice shot!

Any file can be attached, including pdf, PS action files, dng and more; it's the file size issue that is a problem with many raw files. 20 mb is official limit, though I've sneaked in a couple at 22

I'm not sure exactly how far you want to take this. I posted some high ISO shots I did last weekend here

In them I have a link to a YouTube video I used for help with my pictures. The videos were using CRA in either Lightroom or Photoshop.
Hope this helps.

I used my usual workflow on this and decided that trying to eliminate the noise in the areas you mentioned would result in too much smoothing. Your posted edit is relatively noise-free in those areas but they've gone too smooth, giving them an unnaturally solid look. If you tried to reduce the noise in the dress to a similar level it would be way too smooth, and much of it may be natural texture. The simple fact is that a certain amount of noise is acceptable, especially when it's barely visible at normal viewing distance.

Another possibility is to give the shot some vividness using light levels. The vividness gives an appearance of sharpness and at the same time you avoid the adverse effect on noise that ramping up the contrast/clarity would have.

In shots like this you need to be wary of messing about with the luminance and saturation levels of the individual colours in the HSL section. If you shift any of these settings too far from their starting point you risk adding noise which will persist after the usual denoise treatment.

Played around a bit with the Texture to reduce noise. Also transmogrified white balance.
Still some noise in the background but for a low-light shot it's not too bad.
