This vid has been around for a long time: The gas cylinders look like LPG judging from the valve guards and the rings on the bottoms.
This was in Russia, and I doubt they have transportation rule on compressed gas.
In the U.S. there are Federal laws covering transportation of compressed gas cyls. Even the empty's must be secured with nylon ratchet straps.
I would have loved to see the event as it happened, with camera in hand!!!!
But I'll be damned if I would drive in Russia!!!
I've driven trucks with tanks of CNG (compressed natural gas) for almost 30 years through the streets of NYC. Always double checked they were secured properly. I've had a couple of minor fender benders, but nothing affectng the tanks. You don't appreciate safety precedures until they save your life.

Yes! No Russian roads for me. Take a look at Russian road accidents on YouTube. It's like they're all drunk.
I always wondered why so many accident videos came from Russia. The insurance companies CYA.
seen campers / trailers on road with the propane tank on the rear bumper , what could go wrong ??
It looked like the truck driver might have "bought the farm" in the initial fireball but I wonder if that was him running away from the truck at the 25 second point.

Safe drivers never make it Youtube. You can't believe those represent an entire country.
