Hear Ye, Hear Ye Elements Users Help Needed

I have resized photos for a while now using Elements 13. I seem to have run into a problem. Today I downsized a >25MB photo to 4.26 MB to fit into an email only to find that when I went to attach it to the email I was told it was still >25 MB. I exited the part of Elements in which I downsized the photo, elected to keep the changes and then ran into the problem. This kept happening for 3 - 4 more tries. I have done this enough such that I am confused and frustrated now and need your expertise.
I do know I can use other programs that can exceed 25MB for email but many folks do not have the email capacity to receive them and some are unfamiliar with downloading them.

Did you give the smaller file a different name?
You didn't indicate the steps you've been using, but try this:
Image - Resize - Image Size
In the dialog box, make sure the first settings are listed as "pixels" and just replace the current width with something about 1/4 the number. Leave the height alone, leave the document size alone. Make sure these two boxes are checked: constrain proportions, resample image.
Click OK and you should see that the image has become much smaller in your Elements workspace. Go up to File - Save As, and give a new name.

Thank you very much for answering. The only difference between what you suggested and what I generally do is to just figure out the new pixel sizes myself and just type them in. I also reduced the DPI from 300 to 72. This has always worked. Somehow, I am now doing something wrong and I cannot figure it out. I save my changes, get out of Elements, attach the image to my email but it never does attach since I now get the message about it still being >25MB. I have the feeling that the resolution of this problem is going to be embarrassing.

You might instead try simply PSE command = File / Save for Web. Ignore any warning messages. You can resize the image to say 2048-px on the long size and adjust the JPEG quality to actively manage the resulting file size (and file name). Make sure that "constrain proportions" and "resample image" are both checked. I use Elements 11, so this may differ from later versions.
I use PSE 15. Make sure when you attach the file to the email that you are using the reduced size file. When I do this, and use Save As, PSE automatically adds an extension to the file something like this --edited -1. Make sure your system is seeing all extensions on files.
I just use a freeware program called Image Resizer for Windows.

I downsize the file and save it but I have never seen the extension that you mentioned. I then exit the program and open my email. (I use version 13 - maybe that was added to your newer program?)That is when I attach the photo to the email. This has always worked well.
Now, on some images, the warning appears that the file is still over 25MB but I still see it attached at the top of the email instead of at the bottom as is usually the case. I was about to email the target of the email to confirm that those photos never appeared. Really annoying. If anything develops I will post it.

I have always seen the extensions. In File explorer, under view you need to check the box "Hidden icons" or "File extensions" to be sure to see them. This has been on all versions of PSE and Windows.

Okay. Yes, I do know the line of extensions. Speaking of which, the extensions used to come up automatically when I went to "save as," but now they do not. They will not come up even when I select .JPG from the drop down. After I save the files I will notice that the .jpg has been added.
I do not know how, or even if, this has any effect on my inability to downsize and send at less than 25MB.

Is it possible that the edited file is being saved to a different location. If that's the case it could have the same name.
I have accidentally, using PSE, had files saved to the last folder I saved to, not the one the original file was opened from. Try again and be sure to note the save location.

Follow up. You were correct right out of the gate. I had forgotten to Save As the downsized file and rename it. I had been doing this enough so that forgetting to rename the files was just plain dumb and embarrassing. Don't tell anyone else.
