You have the same issues with that program that many of us have. I have seen several photographers to mention that the software is pretty fast with their computers but the majority are saying it is slow.
I have a more powerful computer than the one you have and it takes me over a minute to process an image from a 17MP. camera. I already discussed this with Topaz but got no solid answer from them.

Nik Collection may include way more than you want/need, but at $69 it's a bargain. Some of us paid $250 or more when it was with Google early on, and whoever created it prior to that.

You can download their noise reduction software for a trial here:
https://nikcollection.dxo.com/

That module is called DFine.

I use DFine as my go-to denoise application, and am very pleased with it. You can choose to have the denoise function automatically evaluate the image and apply denoise, or you can do it manually as you choose. Fine program, IMHO. The PS functions of Smart Sharpen or Reduce Noise are marginally effective in performing this particular function.

My workflow starts with the Adobe raw included in Photo shop Essentials version 18. I then save the resulting JPG and refresh my memory regarding lighting and ISO at the event shoot. If ISO is above 800, I do a little pixel peeping particularly at faces. If I detect significant noise, I use Franzis Denoise Projects, which is slightly time consuming but very effective. On the other hand if noise is less pronounced, I use "Perfectly Clear Complete", "reduce noise preset" on the JPG. This is very fast and gives excellent, sharp, bright results. IN some cases the picture may require small reduction exposure if the intended mood was dim. My gear is usually Sony 6500, Zeiss 16-70 glass.

It takes about 1-2 minutes per change...i now have it set to not updat with every change...it took 5 minutes for a photo to save when i was finished...

I have elements 19 and do use the denoise in it...I am just looking for something to do a better job...

Sad...Instead of using Denoize AI, I use the old DeNoise photoshop plugin version 6. It will denoise images in seconds and does a great job. I see they no long offer it for sale. Looks like your stuck with Topaz's crappy and super slow denoise software.

This is an AI designed program folks. It means that it is designed to run on a high horsepower computer, not the off-the-shelf models with 8GB ram. The program is using a lot of very intense iterations and algorithms to make the image modifications. So please stop this whining about it and the other Topaz AI programs being slow. I am running it on a 2011 iMac desktop and I have 32GB of ram. It runs fairly fast for me, less than 1 min per image modification. Note that I said 2011 machine--8 years old!!! I also turned off the option to use the graphics card. So if you can't upgrade your machine, then realize the short-comings of what you are trying to do and find some other program to use. But please stop bad-mouthing the Topaz AI programs because there is nothing wrong with them. Thanks.....

I found it introduced all kinds of artifacts into my images. I went back to AI Clear which I am quite happy with, I hope they don't kill it off completely.
