My understanding (from Adobe) is that the last standalone non subscription version of Photoshop (CS6) is no longer available. The only non-subscription Photoshop product still available is Photoshop Elements. You may find a copy on eBay, but whether you can register it is an open question. There are many other non-subscription PP applications available, but not PS CS6 as far as I know.

Look into "Affinity" you'll be pleasantly surprised. I have PS6 but as computers evolve I will not be able to use it in a few years.

No. Adobe announced end of life availability on releases prior to CC 13, Lightroom Classic CC4,5 and 6, Bridge CC6 and 7. Creative Cloud subscribers recently got the email announcement.

Photoshop Elements, the “lite” version, is still standalone. But there are better options at that price. Serif Affinity Photo is one.

Elements is a good choice. It has all the photographic components you need to do what photographers do in PS. It has layer masks, content aware fill, quick select, yada yada. PS is geared toward the printing industry. By that, we mean the printing with ink on a printing press. If you are not sending your output to a printing press, you don't need all that other stuff, and Adobe puts most of the "good" photo related stuff into Elements (that is why it is "Elements").
There is tremendous support for Elements - get a Scott Kelby book for it and you will be quite happy!

Agree, and there are add on plug-in enhancements available - the downside is that most of the tools in Elements are 8-bit.

Yes, you may be able to find a used or otherwise copy of SP CS6 on eBay or Amazon. And there is nothing wrong with CS5. I bought my CS6 Extended (DVD-ROM) copy from Adobe just before they went Cloud. I've "transferred" my copy and account from my old laptop to my newer tower with no problems. But I first unregistered in on my old PC before installing and registering it on my new PC. Adobe allows you to use a single copy of their software on up to 3 devises at once. I made the "transfer" long after the Subscriptions started.
