Slight clarification on Adobe Camera Raw in ELEMENTS. My version of Photoshop Elements 2018 had 3 or maybe 4 updates to Adobe Camera Raw after I purchased it. They stopped updating ACR when the 2019 version was put on the market. When setting up my version, I turned on auto update. And it is shown as a Plug-in, if that means anything.

General concepts, yes. Specific implementation, not necessarily.
I believe ON1 will accept xmp files from LR, but the algorithm that produces the edits based on the numbers in the xmp file are not quite the same.
I have not looked into this in detail but everyone writes their own algorithms so there's no guarantee that they will be the same.
I would agree that most editing software have similar editing mechanics, like sliders, color wheels, layers, curves, masking, HDR, etc. While the underlying algorithms are different. I think the point was that moving from one application to another might be a little less difficult once you have mastered the basics of one. You would at least know what you might be looking for and what general questions to ask like; how to invert a mask or how do I add a specific type of layer or filter. However, some programs aren't intuitively obvious and will take some time to master. Most of these programs have similar functionality, some better than others, it's just a matter of locating where within the interface to find the function you are looking for. ON1 does have one of the easier interfaces to master and good training videos as well.

FYI, today, Amazon has Adobe Photoshop Elements 2019 for $69.99. Sometimes these prices don't last long in my experience. Digital download as most places.
