Bird ID please

Saw this bird resting in a palm tree at the Albany Bulb (on the East side of San Francisco Bay). It doesn't look fully fledged. It seemed to be tired, and trying to gather energy to fly on. Does anyone know what it is?

The bird is a white Rock Pigeon. These are some times called release doves and are released at various ceremonies. (This is not a really a good practice as the birds are often preyed upon.)
