This can happen very easily in an 8-bit file, a JPEG file, in the sky. This is most likely because the camera captures less tone in the sky as there is more light in the sky but that would be a guess on my part. It normally does not happen in blue anywhere else in an image so I would guess that my supposition is correct. I pulled a screen grab of your image, simply follow the arrows down to help you see the banding, although it occurs across the sky as the screen grab shows.
