Price was the first factor when I started looking for my first camera for underwater. Am open for other opinions.

Underwater housings are quite expensive so the cost of the camera may not be that large a portion of the budget.
I did compare housing costs when I was looking (plus lens and other equipment). I like the look of the Nikon but am open to other manufactures. No looking to be a pro but create good shots.
Perhaps take a look a Nikonos. I have one, but primarily for shooting in the rain.

A inexpensive option is an Olympus TG-5. If this is not suitable, then look a housings and the pick the camera model.

Could you be more specific about your needs? Are you shooting surfers or small fish while snorkeling? The camera needs are different for these. The TG-5 mentioned above is quite good for most of what you would encounter while snorkeling. If you are shooting surfers for publication, you might need something more robust.
Looking at scuba diving and mostly nature (above surface). Large and small subjects. I know that will take different lenses.
I also live in Arizona and will be taking on my travels.

I had a couple of the Nikonos V one in olive green and one in orange. They are great but they shoot film.
You state that you are open to options, so, you might want to look at the Olympus TG 5. It is waterproof to 50', eliminating the need for a housing in most of the diving you will probably do, and, from what I have read and heard it does a fine job both in and out of the water. Around $400 the last I knew.
