I like it without, however, I might have kept the front/center person taking the photo. Think that adds a bit of perspective to the shot.

It all depends on what you want. If you’re capturing the moment, keep the people; if you want the landscape, eliminate them.
Then there’s Wizard’s suggestion--a happy medium.

If you want to eliminate all traces of people, don't forget the hat of the girl fixing her hair.

I like the inclusion of people to provide scale and add interest. However, I would clone out the three background players and just keep the lady with the camera and the man and two children getting ready to pose. That would simplify the image a bit and still provide a clear story.

For this shot, I think with. It's one of those shots that needs some kind of perspective and interest. I don't mean that the rock formation etc. isn't interesting but I think the presents of the people gives you a real feeling of size.

I always choose without people. I did find the cap Alx mentioned. And the black pants on the lady photog has left dark shadows that don't look right. That happens to me sometimes when I forget to change the "normal" to "replace" when using the clone tool.

I agree with Benno. We get a lot of Arches landscape shots without people, but the people in the shot add a dimension to the photo that illustrates the human interaction with nature. That being said, there is nothing wrong with keeping both for your files.

I would just keep the lady in the blue jeans, blue top and hat leaning against the farthest rock face. She would provide a sense of scale.

Depends on what you want to say in the image. Sometimes people give an image impact and other times they detract.
