I'm surprised they ever let you shoot from inside the fence.
I have been shooting softball and baseball for newspapers for the last 14 years. I have never been allowed on the field, and would never want to be. That puts you in play. Imagine if you inadvertently got in the way and impacted a play.
I have shot from the dugout from time to time, mostly during summer league games, but I would much rather either shoot through the fence or from a ladder over the top of it. Too big a risk of being in the way.
Most fields have some place where you can get good sightlines if you work at it. Fields that have netting instead of chain link can be shot right through. If you shoot at f2.8 from close to chain link then you can also shoot straight through it as long as you don't try to swing around with the play.

Those decisions are made by the AD and the Umpires unless state championships, only media allowed. State Tournaments will have a contracted exclusive photographer. Being media I spend time in both dugouts, some fields will have media boxes drawn. I have shot in three states this year.

I think that most of us here, at least those with experience, understand this varies by venue and that there are many reasons. Many facilities require credential checks, etc, well in advance. There are more rules than photographers.
