Aphids vary in size from 1–10 mm long does that fit their size? look bigger in your photo.
I would email a photo to the nearest forestry commission to you.

You might want to send them your photo as well. That is an amazing shot of one emerging.

The one looks like a Cicada emerging and shedding the larval exoskeleton.

They are apx. 5-10mm in length.

They look to be treehoppers. Like cicadas, a Homopteran. Are they on oak?

Never heard of those before but research shows thats exactly what you found.
But then, we don't have oak trees in this part of the world so we don't have those bugs either. Good catch.

Great shot, Ken, especially on DL. Looks like some sort of aphid to me.
