How to make "proof" sheets of my digital photos?

I am asking for help/direction/suggestions about how I might solve this photo printing problem.

I have 100+ pictures (all taken with the same camera) that I wish to print in 'Contact Sheet' format, each print being a size of 3"x2" on an 8.5"x11" page. The photos would be three images across and three images down.
I would like the prints to include their text title below each photo.
Is this a function or option in any of the photographic software programs that run in Windows 10 (1809)?

I couldn't find a comment or question in the Archives of UHH but then I just may not know the correct way to ask the question.

If you would suggest a solution I will be most grateful.
Thank you.

I use IrfanView for my proof sheets. The only problem you might have is that it's Windows only, there is not a Mac version.

Using it for contact sheets requires a plugin. The program and the plugin are freeware.

A lot of people use FastStone, which I know little about, but it might do contact sheets. I don't know how it works on a Mac but I haven't heard any Windows only comments about it.

If you have Photoshop, go to File...Automate...Contact Sheet II.

Thanks JohnSwanda, I do not have Photoshop, it might be a bit much for just one project. But I will take another look at the possibility of using Photoshop.

Lightroom has a print function that will format a contact sheet any way you'd like.
If you don't have or want to purchase LR put the files on a removable device and find a friend that uses LR. Withh a contact sheet you don't need high quality so almost any paper will do.
This from my cell phone so pls excuse any type Os

Elements 14 and 2019 are supposed to be able to print contact sheets.

FastStone Image Viewer is free and will do a great contact sheet. Also a slide viewer, post processing, and more. I have used it for years (and just created a sheet to make sure I was accurate in my post). You can specify number of photos on a page by row and column. It will take a little figuring to get exact size per image, but you can do it.

Get the plug-ins when you download it. Pressing I and E will get you more info about the image on the screen.

Look in your printer settings. I have an Epson and a canon. Both have options for making an Index print.
