I have a 10 stop ND filter but I never noticed that it gave me any advantage with regard to the dynamic range. This photo had enough light in the rocks, my primary interest, but as a jpeg the sky was largely blown. With the raw, the sky was within reach.

I don't think a nd filter would give you any advantage on DR, but I am no expert. What it would do is give you a lot longer shutter and assuming there were movement in the sky, it might have soften things up a bit. I am not criticizing the photo in any way, just exploring options.
