My favorite place on the planet to shoot. It never gets old. As for the horse and rider, in season there are usually a few Navajos with horses at John Ford Point who will, for a few bucks, ride out there and pose for this iconic photograph. The last time I was there was in February. No horses and riders at that time.
Lovely pictures! I was there in 2009 and got some very similar shots, including the horse and rider. My overall tour included a guided tour of the park, and I'm sure they arranged for the horseman.
The picture of the rider is very similar to one in Monument Valley from Curtis 100 years ago.

The horseman adds so much to the picture, I bet you are correct that they put him there purposely. Especially when looking back to Curtis.
