There is a planned update for PhotoScapeX.
Below is their response to my question regarding updating PhotoScapeX:
Hello,
I am sorry for the inconvenience.
* macOS
We will add support for CR3 file to the next update in macOS (Mojave).
It is recommend that you try changing the file extension *.CR3 to *.CR2 in the meantime.
* Windows 10
It may take more time to support CR3 in Windows 10.
