Not sure your meaning of outsiside. The camera it self is not waterproof. Have to have the outer jacket

Standard with every GoPro camera, the waterproof housing can withstand depths of up to 131 feet (40 meters). You can leave the housing on the camera when you're using it for non-water-based fun. ... Make sure that you have the Standard backdoor on when you use the GoPro underwater, because the Skeleton isn't waterproof.

The GoPro camera by itself is not waterproof, you need to enclose it in the GoPro or 3rd party enclosure. Not sure if you can plug an external/motion detector into the GoPro to trigger the shot. Also, the battery does not last long on the GoPro, seems to be less than 4 hours. If you want to keep it out for a longer period of time, you ned to add an external battery.

There is no motion detector to trigger the camera, but if you can see the camera from inside you warm den, you might be within wifi/bluetooth range to trigger it from your phone or laptop.
Most GoPros before ver 5 did come standard with the dive housing. However they are now an add-on accessory. As previously stated, the battery is all that large so if you want extended time you will need to connect a battery pack, especially if you are going to use a wifi connection. Early GoPros are USB- micro B connectors, newer (5+) are USB-C. You will need to jury-rig some sort of weather protection if used in wet weather.
