In the meantime, there’s always DPP (Canon Digital Photo Professional) SW.
The free software from Canon should load them, then transfer to Lightroom. Also the cr3 is a compressed raw, there is a 'regular' raw choice also.
Your standalone LR won't ever do it. The (free) DNG converter is not ready yet either. The update cycle, if they stick to the routine, should include the new camera in the next couple weeks.

I have the M50 and it also shoots in RAW .CR3, I found the Adobe DNG Converter that will convert them. Just change the first file to .CR2 and convert.

Canon DP v4, is quite versatile. It's not Photoshop does it quite a bit more than earlier versions and you can download it from the CANON site if they didn't give it you on a disc.

Probably not. The CR3 files are specific to each model. Adobe, as of the past week or so anyway, has not caught up yet with regards to the EOS RP. Had the same issue when I first got my EOS R. Even the Adobe DNG converter did no good. Everything is OK now, as it no doubt will soon be for the RP.

...I shot them exclusively in RAW. And of course, Canon has changed from the Raw CR2 native to my 5DIV to RAW CR3 for my new Canon RP, groan. I guess that if I had (more) carefully read the Canon RP manual I might have found this out prior to shooting important pics in RAW only, sigh. I guess that starting Monday I will start searching for updates to my LR stand alone, or my PhotoScapeX Pro.
If your Lightroom is 6.14 stand alone (or earlier), it will never be able to work directly with the RP's CR3 files. Adobe no longer supports that version with updates. Your 5DIV was one of the very last Canon cameras LR 6.14 was updated to work with.
I don't know if they've updated LR Classic (cloud) to work with RP CR3 yet, but eventually Adobe will do so.
You can:
1. Use Canon DPP that was provided (or is available to download).
2. Download the free Adobe DNG Converter and use that to make DNG copies of the CR3 files, then work with those in LR.
3. Subscribe to LR CC/PS CC (which eventually will be able to deal with the RP's files... already works with CR3 from other cameras).
4. Use some other software that's been updated to work with the RP's files (I don't know Photoscape... maybe, check the website).
2. Download the free Adobe DNG Converter and use that to make DNG copies of the CR3 files, then work with those in LR.
That does not work until the update. Lightroom Classic, DNG Converter and Photoshop's ACR are all updated on the same cycle.
Lightroom Classic CC is two full versions ahead of 6.14. There are useful new tools and capabilities that many find worth the $10/month.

Photoshop is now at 20.0.1 but the key for opening your raw file is to look in Photoshop's Help > About Plug ins > Camera Raw and see what version is shown there. You need at least version 11.0 (the current version is 11.1.0.112)
For Lightroom Classic CC look in Lightroom's Help >System info and the version should be at least 8.0 (current is 8.1)

You UHH Guys/Gals are the BEST!
Thank you for all of the patient and understanding explanations, references and just plain good "How-To-Do-Its".
I took a good long breath, read and re-read all of your kind advice. Most of which I had not even considered.
I will use Raw (CR3)+Jpeg until I can get a new program or get PhotoScapeX Pro updated.
By the way, this exercise gave me a chance to prove my new SanDisk 256GB 170MBs Extreme Pro is also working
properly in my 5DIV & 6D bodies, grin.
Many Thanks, and Bravo Zulu to you all,

I have always shot all my journalist photos with a small sample jpeg and recommend like others have.
It takes little space and makes life easy when choosing edit selections.
I had to download the newest version of Canon's DPP4 from the Canon website. Then I open the raws in DPP4. They all appear there. You can either edit them in DPP4 and save them or what I did was just go File, Convert and Save (saved them to TIFF files), then opened them in PS and used Filter Camera Raw to do edits and process them as I normally would in Photoshop. It's not the most elegant solution but it works now as other editors figure out how to open and edit them. DPP4 has also gotten a lot better and is easier to use than it used to be.
