Going to Orcas Island in Puget Sound in a week or so and am wondering if any fellow "hoggers" have any suggestions for specific locations to observe and photograph birds and other wildlife on the island?

Take the ferry to San Juan Island. There is a large bald eagle colony there. Also, excellent orca viewing at Lime Kiln Point State Park lighthouse.
There is a mountain on Orcas Island you can drive up to see some pretty impressive views.
