Some folks around here call them gallonippers (sp?).
This is a crane fly. They are totally harmless but a nuisance in the spring here in East Texas.

We call those Mosquito Hawks in my neck of the woods.
Crane flies look like mosquitoes, and they are related to them although they belong to a different family of insect. Crane fly adults don't suck blood or anything like that. Completely harmless.
