This has got to be a question with an obvious answer, but it has eluded me for a while now.
On my D7500, I have back-button focus set, and it works just fine. However, if I focus on something and then move the camera so the point where I focused is no longer where the focus point is, then the camera will not take the shot. That is, nothing happens when I press the shutter. Previously I had a D7100, and I had that camera setup so this did not occur. Having studied the manual and searched online, I can't figure out what I'm missing. I suspect it is some combination of focus and control settings I need to get right.
Any ideas will be appreciated.

Using BBF
Make sure you are in AF-c
Make sure to set 'AF-c priority' to release
Make sure AF activation is set to AF-ON only

Your manual is your friend. From your D7500 manual:
menu button - A Custom Settings menu
When AF-C is selected for viewfinder photography, this option controls whether photographs can be taken whenever the shutter-release button is pressed (release priority) or only when the camera is in focus (focus priority).
Release
Photos can be taken whenever the shutter-release button is pressed.
Focus
Photos can only be taken when the in-focus indicator (I) is displayed.
Regardless of the option selected, focus will not lock when AF-C is selected for autofocus mode. The camera will continue to adjust focus until the shutter is released.

Interesting that AF-C is required. I'm using AF-S, single point. BBF still works just fine, but not the shutter release without focus. More experiments to come.

Problem solved, with egg on my face. :) Turns out there are separate menu settings for AF-C (a1) and AF-S (a2) shutter release control. I had correctly set a1 but not a2, and, when I'm in AF-C mode, I normally am pressing the focus button all the time. So when I set a2 to release priority all is as I wish it to be.
The D7100 has only one menu choice, and that affects both focus modes.
Thanks to those who responded for ultimately pointing me in the right direction.
All's well that ends well.
There's a lot more settings on these than my old Kodak Brownie.
