At first I didn't see much difference. Then I noticed the fishing pole reaching the top on the second picture. Though I like beautiful sky I had to opt for the second one because the fisherman seems to be at least partially the highlight of the picture.

I prefer the first capture. I might crop it further from the waist. That way, you get a better expression on the person's face and some of the waves.
