Tin is not generally used to make hats. It's more likely tin plated steel. Tin is probably too soft for things like hats, which would get distorted easily, while steel has been used for things like helmets and hard hats for a century or more. Tin plating protects the steel from corrosion (rusting).
The concept of a tin hat as protection probably comes from the use of "tin foil" which is easily molded into arbitrary shapes. Tin foil was used extensively in the late 19th and early 20th century. After WWII tin foil was superceded by aluminium foil, which is cheaper, but still referred to as "tin foil" by many people. Tin and aluminium are both fairly good conductors so a hat made of a high conductivity material will reduce brain exposure to electromagnetic radiation (down to far UV/x-ray wavelenths). The concept of a good conductor used to reduce electromagnetic radiation dates back to Michael Faraday (mid 1800s), and is sometimes referred to as a "Faraday Cage".
