Wouldn’t a circled “1” be a better answer?
Hmm... I have some doubts about this. Really, at what age are you tested on knowing which numbers are smaller? That sounds like a test you'd get in 1st grade, But the text on the page would be beyond a 1st graders reading.

The US is very much the last bastion of Imperial measurements as well (miles, lbs, etc).
