3 then 2 then 1. All the rest either are blocked and 7 and it leaks.

I am changing my answer. 3 will fill up and it will continue leaking unless the flow is greater than the leak from 7.

5 - blocked pipe from 3
4 - blocked pipe from 3
3 - only one that will fill from 1 to the top2 - will never top off - runs into 7 which has a hole
1 - will never top off - runs into 2 and 3

EDIT: I did not notice the block on the pipe that leads to #5...

Pipes block 4, 5 & 6, and #7 has a hole in the bottom,
so it and #2 would never fill up.
