5 - blocked pipe from 3
4 - blocked pipe from 3
3 - only one that will fill from 1 to the top
2 - will never top off - runs into 7 which has a hole

It has to be 3.
Pipes block 4, 5 & 6, and #7 has a hole in the bottom,
so it and #2 would never fill up.
