In the film industry, you don't cut the negative until you have first cut a print
and are completely satisfied. Then simply count frames and make the cuts in the same places
in the negative.
Of course, you can make as many prints as you want before you cut the negative.
And once you've posted all the cuts to the negative, you can make as many prints
as you want of the finished film (rather important for distribution).
If you have to copy a negative for some reason, you send it out to the motion picture
film lab, and have them do it. But the copy will be lower IQ.
