To collude is to cooperate. There are innumerable examples of this. I haven't tried to figure out which ones are obviously legal, which are questionable, and which, if any, are obviously illegal. The campaign obviously colluded, it's not for me to determine if it was legal or not. The bar has never been whether something was a crime or not for any previous administration.
