Lightroom jumps to HSL panel

I use the latest subscription base Lightroom classic in a windows 10 PC with a Loopdeck.
When I switch from Library to Develop module it always starts with the HSL panel open (3rd panel down in solo mode), instead of the desired Basic panel I would prefer to start in.
Anyone else have this issue and or a solution?

On my PC LR returns to the last panel I used when I go into the Develop module.

I would suspect this to be similar to PS, it should be in the preferences!
