How to activate "float in all windows" in PSE 10

Can anyone tell me what button needs to be pushed in order to activate the "float in all windows" aspect when I am hit the window button in PSE 10? it is grayed out and I can't figure out how to fix it. I hit
"windows", then "view" and my only option is "tile".
