Looks like a cormorant, but I don't know what's up with the color; I only know the black ones

Juvenile double crested cormorants are lighter with a brown grey cast.

When they are dry, in the right light, the chest looks gray or even white.

Except for the fact that the beak is wrong for an Anhinga. Cormorants have that little “hook” at the tip of the beak, while an Anhinga’s beak is straight right to the tip.
