Not sure what you're asking. Are you looking for a software program to create a "virtual" album to use on your computer (or tablet or phone) or are you looking for a website that allows you to create an online album?

There are a multitude of software programs for picture storage and presentation both on the internet and for your computer. Many of them are both free and very good but have it is hard to recommend anything based on the information yo have given. If you could describe just what you want to accomplish someone can give you a better answer to your question.
