I just returned from a morning at Vickery Creek, Roswell, Georgia. I used an app called Slow Shutter Cam on my iPhone 7.

Hand held I imagine - nice shots. So, why don’t they put that computation tech in DSLR’s ?

You might want to look at Pro Camera too. I’m gonna get it for my iPhone XR. Gives you full manual control.

Using this feature does decrease quality. The phone takes multiple exposures and merges them. Just don’t try to blow it up too much.
