Either dial back the resolution on the entire display to 1920x1200 or so, or scale the interface in Photoshop - Edit->preferences->interface.

Thanks for this tip. It enabled me to get my curser back to normal!

I had this problem displaying Photoshop CS6 (64 bit) on my Dell S2817Q 4K 28" montor on a Dell XPS system running Win 10 Home. The UI text was too small to read. I found this solution on the web,

Not sure if this is what you want. If you are on Windows, click on the windows icon like you would use to log off, click on the Settings icon, select the Ease of access icon then change the Make everything bigger to 125 or 150%. This changes everything on all programs to a larger size. It works for Elements should work for full Photoshop. Found under additional display settings on the right (in red) another setting that appears to do the same thing (Scale and Layout). Don't mess with the resolution or it will distort your images.

It will not work for everything. For instance, anything that is a fullscreen display will still use exactly the same number of dots as it did with the earlier display. This is a software bug that can only be fixed by the application that is presenting the display. It is not a hardware problem. Neither is it a problem that can be fixed in the operating system.

Many s/w developers work on tight budgets and do not get the latest hardware every time new technology comes to market. They frequently do not see problems like this because they have fallen behind the technology. They cannot reproduce the problem because their dated hardware used for testing and QA is not capable of it. One application that I use took over 5 years from the time that I reported this problem, although it was caused on a desktop simply by the upgrading of a monitor, to them before they even understood that they had a problem and fixed it.
