And I would had three strikes rules, after three sentence for the type of crimes death penalty should be haded to the sentence option

Of course they aren't but a civilized country should rise out of the gutter and act in a proper and dignified way. If someone burgles your house, the answer isn't to burgle them back!

If all people were civilized, we wouldn'd have a problem.
What about the perpetrators "rising out of the gutter and acting in a proper and dignified way"?
