Watercolor affect with photos

I have basic Photoshop Elements and it has some special affects features but not watercolor.
Can anyone recommend an inexpensive way/program to do watercolor affects with photos?

inexpensive is a relative concept, but I use Snap Art 4 which has a full collection of fine art style, including watercolor, pencil, colored pencil, oil, etc.

PSE 15, it has watercolors. Its under/ Filters, Artistic, Watercolor.
Earlier Versions might have it also.

Hi!

I would generally recommend GIMP 2.10. The learning curve is steep, but is FREE, open source and maybe as advanced as the full version of Photoshop.

I have Waterlogue on my iPad, it’s free. Does a neat job. Don’t know if it’s available for a PC or Android.

I have Element 15 and it has Watercolor effects. It's under Filters, Artistic, Watercolor. Works pretty well and gives the effect of a watercolor picture.

On Facebook I'm seeing a lot of artistic images being done in the Topaz group. Also if you are a Mac user you can look at Pixelmator Pro.
