I have basic Photoshop Elements and it has some special affects features but not watercolor. Can anyone recommend an inexpensive way/program to do watercolor affects with photos?

thanks Keith K
inexpensive is a relative concept, but I use Snap Art 4 which has a full collection of fine art style, including watercolor, pencil, colored pencil, oil, etc.

I have Element 15 and it has Watercolor effects. It's under Filters, Artistic, Watercolor. Works pretty well and gives the effect of a watercolor picture.
