Donald, good start. However, this looks a bit overdone. Sharpening is like seasoning in cooking. Just enough so that if it's missing it would be noticed. Too much, and it's overpowering the flavor. I'd suggest tuning it down just a bit.

Nice shot, but I agree that it is slightly overdone in PP. Reducing the sharpening and clarity may also get rid of the bluish outline. You can use PSE to remove the spots in the background.

The first clue that it's way over sharpened should be the thick light colored line around the bird's breast, and the darker lines around his perch. These are called halos. Halos are a clear indication of over sharpening. As you reduce the over sharpening the halos will get thinner and thinner until they disappear. Don't confuse halos with another type of edge line distortion called chromatic aberration which is a reddish or purplish fringing. The bird currently almost looks like a paper cut out pasted over a background because of the over sharpening. Look at the picture yourself and ask yourself if it looks natural.

There are multiple sharpening controls that work together and there is a learning curve to getting a natural effect. Many people seem to come from the school that if a little sharpening is good a lot of sharpening must be better. That is not correct and results in the overcooked effect you got. The image itself is good, reducing the sharpening should make it a much better picture.
