Probably was but we just didn't know it because it wasn,t costing taxpayers what it is today and we had other priorities that kept us focused elsewhere.

You might want to stop living in the past. We can't currently declare a state of emergency for something that happened in 2000. We can learn from what happened then and that is one of the reasons i*****l i*********n numbers have decreased to non-emergency levels now.
