I seem to have created quite a few questions on my Haines trips.

I drove both times -2016 and 2018. I stayed at the only [in my opinion] good up to date motel- Aspen Suites. Fairly new[less than 5 years] and the rooms come with one or two queens, stove and ridge. TV and lots of heat and a very nice bathroom is included. I would suggest you fly into Juneau and take the ferry to Haines. You might have to stay a night in Juneau before and after as the ferry will not be able to match up with your flights probably. AWD vehicles can be rented from LYNN VIEW LODGE- 907-766-3713.
You can fly into Whitehorse, YT and rent a car there but then you have customs multiple times.
Matt Shetzer from Shetzer Photography runs trips too. Great guy. You will eliminate the car rental but you will be staying at the same motel. He will feed you.
The eagles are clumped outside of town about 20 miles. They are there in the hundreds and hundreds. They are not afraid of you being there. It is not uncommon to see 5-10 per tree. The river is a braided river and the channels change yearly. The eagles will be from 150 feet or closer- sometimes this year we walked under a tree branch that had an eagle just 2-3 feet above our heads.
If you book with a tour groups they will drive you to the same places that you could do yourself. It is nice for them to get you organized but after doing it twice I can do it myself and save money. Tour groups probably charge about 3-4,000 per week. Others may just charge you for the taxi service and advice.
The weather should not be too bad. This year it snowed the last day but the roads are wonderfully maintained. You are close to the ocean and it will moderate the weather.
I can be reached at 931-685-6949 but will be leaving for Yellowstone on the 22nd.

Well, as far as I’m concerned, you just created more questions -namely, what specifically is your intent in posting this topic?

I posted a picture of eagles in Haines and got lots of personal messages about how to go, etc. Hope that helps. If not, oh well.
