Admin will create new sections as long as someone volunteers to moderate. The problem is that those sections don't show up in a member's daily digest or "newest topics" unless the person subscribes. You will probably get more response if you create a new main discussion forum topic with a specific time/date suggestion. Also, you can always send pm's to people who live in Florida, or that you note will be visiting.

Are you referring to Meetup.com? They are very popular. People start meetup groups for everything under the sun. You can start your own. It's $15/month. You can customize your website specifically for your group.

If you scroll to the bottom of the page and click on the All Sections link, you will be taken to a listing of all the forum sections available on UHH and you can subscribe to the sections that interest you.
As far as I know there is no meet-up section.
