Does DPP4 have a red-eye remover?
I'm trying to learn DPP4 since I have it and it seems interesting. I don't understand why they disable brightness and such for JPGs. The older Zoombrowser seems to be able to do much more with JPGs. They can't expect you to use both, Zoombrowser doesn't come with newer cameras.
Have you went to youtube or Canon tutorials? I have it but still use the older version for most of my PP. I need more practice with it. It seems to do most of what is needed for what little I have used it. I very seldom have to use the red eye application.
Been to youtube. Didn't see red-eye remover
Just looked -- Can't find it
I just googled it and it says to use the stamp cloning tool.

Not a great option. That will kill the highlight if not real careful.

And that right there is why there is no substitute for a real pixel or bitmap image editor like Photoshop or Corel. There are certain things that are best done where you have complete control over the process and end up with a predictable outcome.
Free FastStone Image Viewer 6.7 has a red eye remover.

No. To control red eye you need more sophisticated local adjustments than DPP currently has. While the latest version does have local adjustments they are fairly limited in scope. As far as the controls that are available when processing jpegs, brightness is not one of those which is disabled. It is available for both jpegs and raw files. DPP is a raw converter which has some jpeg functionality but is not a fully featured post processing program. As a result much of the functionality is not available for jpegs. However, there are still some features from the various panels that are usable with jpegs.

Most decent raw programs have a good red eye removal feature so I don't think a pixel editor is an absolute requirement for that particular feature.
As mentioned, I think DPP is designed to be used to process Canon RAW photos. It is not meant to be used adjust JPG photos. I use DPP to adjust exposure, shadow, and highlights, and a few other adjustments when needed. Create TIFFs out of DPP, then use Photoshop Elements to address red-eye issues and make other modifications if needed. Then create JPGs from the adjusted TIFF images.

All you need to do with DPP4 is to use curves on the JPGs and you can adjust a lot. No red eye remover though.

I have both DPP and DPP4 and don't use either one. Faststone is much better than both. I am going to uninstall both DPP's

The Brightness is disabled on one pallet, but available the the tone curve adjustment. I think, not sure, but most new Canon Camera's have a feature for Red Eye Reduction. Maybe their assumption is that everyone should have a new camera. I switched to LR a few years back and rarely use DPP. But when its free.... GL
