Did you try contacting the Portrait Pro people?
https://www.portraitprofessional.com/support/

This section says it's only compatible through ver 12, which seems odd:

I don’t want to sound difficult, however, checking with the software provider on line will take you less than a minute.

I use PP as a stand-alone. You could probably use PP and then work on it in PSE

I'm replying to this thread using my Win 7 computer (one of 6 laptops), Photoshop Elements 11 and version 12.5 of Portrait Pro Studio Max. I've been a user of PP since the single digit versions of this software where you had to upload the facial guides to their servers and they, after a short time, returned to you, the finished retouched portrait. Newer versions are self-contained and WYSIWYG (adjustable, of course) with slightly different procedures, menus, boxes and buttons, etc.

Upon installation of the software, there is a window that opens and asks if you want to install PP as a plug-in. If yes, it finds your editing program and with the "Plug-in Installer" will automatically install the program in the plug-in file. You'll find it in the "Filters" menu at the bottom markered "Anthropics." If you skipped this step, you can later click on "File" and then bring up "Settings" window with tabs, one of which is named "Plug-in." Click on it and a button marked "Run Plug-in installer" will appear. Click and PP will install as a plug-in. You can turn it on and off by clicking the box marked "Auto plug-in mode."

I also have several Win 10 laptops with one having PSE 2018 and PP SM 17 installed on it. The installation was basically similar to the above. I would imagine PP would install as a plug-in in a similar manner with PSE 2019.

Happy New Year! Cheers. Ed
