Not a fan of overprocessing but think with this pic, it works. I have done this with my phone on Snapseed ( I may look at it on my computer later and realize I shouldn’t have posted it lol) as I haven’t had much time to work on photos lately. Second pic is original.
The edited version is much better in my opinion.

Too much cooking, Perhaps somewhere between. Edited looks like a cartoon.

Yep - I think I was going for a more watercolor affect, like a painting, but too much!

I liked the processing, it tells a story and the effects gave the scene a different emotional impact.

It all depends on what YOU want as to how you process, unless you are a pro. Then it all depends on what your client wants. I usually like things to be enhanced but not overcooked. In this case, I love what you did with it the first time. I think it paints a picture of how I would have loved to have been able to see it, perhaps in a fantasy world..........
Now that I am on my computer, I actually like the first one a lot better than I thought! I had gotten up super early and raced to the pier to catch the sunrise and was disappointed I didn't get it because of the cloud cover. After the processing, Voila! I have my sunrise, can see the Sunshine Skyway Bridge, and have a pic that would look super cute framed and put in one of the beachfront rentals on the island lol. This is definitely NOT how I process normally but in this instance, in a touristy sense, I am happy with it. First time using Snapseed - fun little app with lots of options!
