As Shutterhawk said, definitely a Northern Harrier. That white rump is a definite tell, and the circular feathering around the eyes.... very nice shot. Jak

Hawks are very difficult for me to identify because they vary so much and because juveniles almost always have different colorings and then look like adults of another species. According to National Geographid Bird Book it appears to me this very well could be a Harris' Hawk. Good luck with getting a professional answer for this great photo.
