Merging images for HDR is overcoming the shortfalls/inability of a sensor to capture a multitude of dynamic range in a single image. Multiple images (each for a specific dynamic range) are needed to capture the full range. These are then merged to show all of them in a single image.
Merging for stacking usually is overcoming the shortfalls/inability of a single image to show each and every item in the scene in optimal focus, so several images are taken for each item/subject in focus and then merged into one to show everything in focus! So one is all about focus, were the other is all about exposure!
