Twinkle Light Parade

Hello fellow UHHers, In a few weeks we'll have an evening parade with floats and vehicle decorated with lights parading down a main street. It probably will be cold but I'm wanting to capture some images. Flash or no flash is my first question. Any idea on exposure? I'm thinking manual exposure mode with 1/60 @ f/8 because 8's great and auto ISO. Not sure so that's why I'm asking the pros for Dover ... or anywhere. Thanks for you help.
