Very nice picture. However, I believe that is a Tri-color Heron. A blue heron is almost totally dark blue with an occasional ruddy upper neck and head.

According to the Cornell Ornithology Lab site https://www.allaboutbirds.org/guide/Great_Blue_Heron/id the black strip over the eye indicates it is a Great Blue. Thanks for looking at it ans your input. I am trying to get better at ID.
