When the Commander-In-Chief hands down an order or directive to the Army the commanders have to plan for all compliance possibilities. They must plan for all Tactical and Strategic possibilites. That refugee crowd is said to be about 3,000 people; at a k**l rate of 100 hundreds of rounds per k**l the arsenal will need 300,000 rounds deployed.
